This brief details an analysis, informed by the COVID-19 pandemic, that was completed to estimate the number of state and local public health department staff needed to deliver basic, everyday services adequately and equitably. Recommendations are made to increase staffing in order to provide the infrastructure needed to provide more comprehensive services to respond to emergencies.
