This report examines how denying gender self-determination to incarcerated transgender individuals violates the Eighth Amendment by failing to recognize gender-affirming placement as a basic human need. It suggests that current prison conditions harm dignity and that refusing to acknowledge gender identity lacks a legitimate purpose.
