Safety net programs are public benefits that help lift people out of poverty. Nearly 1 in 5 people and one-third of all children receive assistance from one of these programs. They help people meet basic needs like housing, food, and child care. Yet, research shows that 25% of people living in poverty do not receive any benefits from these programs.
